With reference to previous correspondence regarding the situation in Chim, 1 am directed by Mr.Secretary Asary to transmit to you, to be laid before Secretary Sir Austen Chamberlain, the accompanying copy of two secret despatches from the Governor of Hong Kong, dated the 27th and 28th of June.
2. in the former despatch Sir C¿Clementi advocates general readjustment of British policy in Chim on lines whichk it is understood, have already been under examination in thefereign Office. In the latter despatch the Governor urges in particular that the question of continued adherence to the China Aray Ambargo Agreement merits early reconsideration.
3. With regard to this last question it is understood that Sir Austen Chamberlain is awaiting *
